Taiwan to Ban Most Crop Uses of ChlorpyrifosOn 21 Aug 2018, Taiwan BAPHIQ (Bureau of Animal and Plant Health Inspection and Quarantine, Council of Agriculture, Executive Yuan) concluded a technical advisory meeting regarding chlorpyrifos dietary risk mitigation measures. An injunction forbidding its uses on 13 agricultural commodities is expected to be publically consulted on in September.

In Taiwan, Chlorpyrifos is widely used in agricultural and household settings and became the top used pesticide last year. In line with global consensus based on the latest scientific data, acceptable daily intake (ADI) of chlorpyrifos has been reduced from 0.01mg/kg/bw/day to 0.003 mg/kg/bw/day. Estimated average chlorpyrifos exposure in Taiwan exceeds 80% of the updated ADI.

The new requirements will affect Taiwan’s top ranked crops (by consumption and total production volume) and includes: rice, vegetables, citrus, litchi, longan, peach, plum, pear, apple, loquat, persimmon and jujube. Impact on agricultural production is expected to be minimal as there numerous alternatives to chlorpyrifos available in Taiwan. The Council of Agriculture (CoA) is expected to open the proposed new limitations to a 60-day public consultation period which will begin later in September 2018.

CoA’s current assessments are based on an analysis of exposure in a demographic limited to adults aged 19 to 65. The latest studies reveal that the insecticide poses significantly higher risks to children, most notable of which is its association with neurodevelopmental disorders. Given the insecticide is heavily employed in household settings to control cockroaches, fleas and termites, further assessment and demographic risk stratification is vital.

In line with this CoA has announced that further assessment on different age groups will be scheduled and coordination with Taiwan EPA will also be increased.
