China Simplified Ex-Ant Procedures for Several Agrochemicals

China Simplified Ex-Ant Procedures for Several AgrochemicalsOn September 13, 2020, the Chinese State Council issued a resolution regarding the abolishment and decentralization of administrative matters. The registration experimentation of new pesticides and registration of 7 chemical fertilizers will be reduced from pre-event approval to filing formality.

The agriculture sector will develop an online record-filing system specific to the research activity for new pesticides, facilitating the information exchange between enterprises and authorities, while strengthening the designation and supervision on testing facilities and the data collected will be subject to particular scrutiny during subsequent registration process.

China adopts differentiated management on fertilizers. Depending on the origin, nutrient composition and level of risk, fertilizer can be exempted from registration, registered with provincial department, or registered with the MoARA. A record-filing system will also be developed for the 7 fertilizers abolished from registration management. MoARA will increase the quality examination on these fertilizers following the mandatory industrial standard, national standard, or the enterprise’s standard. The type, original competent authorities and standardization status of the 7 fertilizers are listed as follows:
