The category management symposium of public health pesticides organized by ICAMA concluded on Wednesday 4th of June 2014 in Beijing. 25 representatives from ICAMA, Beijing Center for Diseases Prevention and Control, Chinese Pest Control Association etc. attended this symposium which was presided over by Mr. Taochuan Jiang, the head chief of toxicology review division under ICAMA.
The classification of public health pesticide in china is difficult. The definition of pesticide in china according to the pesticide management measures is “any substance or a mixture of substances chemically synthesized or originating from biological and other natural substances and the formulations made from these substances used for preventing, destroying or controlling diseases, pests, weeds and other harmful organisms inimical to agriculture and forestry and for regulating the growth of plants and insects”. The types of pesticide include those used :
(1) to prevent, destroy or control diseases, pests (including insects, ticks and mites), weeds, rodents, mollusks and other organisms harmful to agriculture and forestry;
(2) to prevent, destroy or control storage diseases, pests, rodents and other harmful organisms;
(3) to regulate the growth of plants and insects;
(4) to preserve or fresh keep farm and forest products;
(5) to prevent, destroy or control mosquitoes, flies, cockroaches, rodents and other harmful organisms;
(6) to prevent, destroy or control organisms harmful to dikes and dams, railroads, airports, buildings and other facilities.
In general pesticides in china are managed using two categories: agricultural pesticide (field pesticide) and public health pesticide. The pesticide used on open land, forestry, lawn, ornamental plants and rodenticides, molluscicide are categorized as agricultural pesticide. Pesticides used on storehouse, buildings, timber, insecticide used to kill mosquito, flies, cockroaches, anti-moth agents and repellants are categorized as public health pesticide. Basically the categorization management of pesticides is related to the application location, application method, control target etc. The registration data requirements and procedures for each category are different.
The registration of pesticides in china is categorized as general pesticide and special pesticide according to application scope. The special pesticide category includes public health pesticide and rodenticide. The pesticides used to prevent, destroy or control mosquitoes, flies, cockroaches, ants and other harmful organisms in residential settings and animal husbandry settings are categorized as public health pesticides.
Authorities have faced some issues during pesticide registration caused by category management as many products which fall into the definition of pesticide have no corresponding registration category. For example products used to prevent, destroy or control organisms harmful to dikes and dams, railroads, airports, buildings and other facilities have posed such a problem to regulators. The category management of public health pesticide, termiticide, storage pest control agent were standardized during this symposium.
