On 28 Dec 2012, China published the “Chinese Inventory of Management of Imported and Exported Pesticide (2013)”, which has come into force since 1 Jan 2013.
In China, importation/exportation of pesticide is jointly administrated by the Ministry of Agriculture (MOA) and the General Administration of Customs (GAC). The importers/exporters should first apply to the MOA for the “clearance notification on import/export of pesticide” with the HS Code under the “Chinese Inventory of Management of Imported and Exported Pesticide”. The custom will check the HS Code on the clearance notification and then release the pesticide goods.
In total, 1174 categories of pesticide goods, including their names, HS Codes and/or CAS numbers have been listed in the new inventory. The HS codes for the two most frequently exported herbicides, the glyphosate and the paraquat, have been modified. HS code 293399022 for bulk-packaged paraquat has been updated to 3808931910 and that for glyphosate has been modified from 2931900041 to 2931901916. HS code for the PGR ethephon has also been changed from 2931900043 to 2931901919.
Three novel ais were newly included into the inventory, namely the Dow’s herbicide aminopyralid, Otsuka’s acaricide cyflumetofen, and fungicide triclopyricarb from the Shenyang Research Institute of Chemical Industry (SYRICI). At present, the above ais and their formulations are temporarily registered with ICAMA.

Furthermore, some bio-pesticides under special supervisions are firstly included into this inventory. The retail-packaged products for spinosad, pyrethrins, martrine, rotenone, ethylicin, triconsene share the same HS code 3808911200.
Analysts and commentators agree that the HS coding discrepancies for paraquat between the MOA and the GAC are solved, and they believe that the definite HS coding of pesticide will support better supervision on the import/export of agrochemicals.
