The Philippines Food and Drug Administration is currently inviting public comments on the household pesticide regulation, the “Revised General Rules and Regulations Governing the Licensing and Registration of Household/Urban Pesticides and for Other Purposes”.
The first rule governing “household pesticide”, DOH-BFAD Advisory No.2008-003 was issued on February 5, 2008 and the revised draft was recently published to ensure proper use and handling of the pesticide.
The regulation will be applied to the pesticide products except for crop, golf turf and industrial uses. The manufacturers, importers/exporters, distributors, retailers (“Household/Urban Pesticide Establishment”) and professionals would be required to obtain appropriate authorization from the FDA.
The manufacturing, importing/exporting, marketing, subcontracting of the pesticide products should obtain the License to Operate (LTO) from the FDA. The active ingredient/s and finished products of household pesticide should be registered with the FDA by obtaining the Product Registration. The new end-use product or formulation containing new or registered active ingredient and the new end-use product or formulation combination containing new active or registered active ingredients are subject to products registration. Under some circumstances, the application for product registration can be simultaneously submitted by the same applicant with the application of a LTO.
The revised draft provides the requirement, dossier composition, renewal, modification, fee of license and registration as well as the inspection and authorization upon the Household/Urban Pesticide Establishment.
