49 Pesticides Classified as China MEP’s “Dual High” Products

On Jan 24 2014, China MEP announced that the “Comprehensive Catalog for Environmental Protection (2013)” was compiled and circulated among 13 departments, including Ministry of Finance, Ministry of Commerce, Ministry of Industry and Information Technology, People’s Bank of China, State Administration of Taxation, China Backing Regulatory Commission, etc. The circulation is to promote the nationwide environmental protection work through economy, industrial and market policies. 49 pesticides were listed as the “Dual High” products, including imidacloprid, atrazine, abamectin and other export-oriented products.

The Comprehensive Catalog consists of three parts:

  • 722 products of high pollution and high environmental risk products (dual-high products);

  • 92 heavy pollution and 83 environmental-friendly production technologies;

  • 35 special facilities for environmental protection;

The catalog was under studies and analysis in terms of the supply status, technology and facilities involved in the manufacturing of the products. MEP stated that the previous Comprehensive Catalog has already been widely adopted during policy-making process, such as its inclusion in “Catalogue for the Guidance of industrial structure Adjustment”, “Catalogue for the Guidance of Backward Technologies & Products” and other tax rebates removal or ban lists.

MEP hoped that the Catalogue would further minimize the pollution in China by restraining the indigenous production and exportation to other countries. Last year, MEP has proposed tax rebate removal on some “Dual-High” products (see ChemLinked news release on 17 Dec 2012).

Currently, China provides around 5-9% export rebate rate on pesticide products to its domestic producers. If the export rebates were terminated, the affected generic products would be underpowered in price:

The Comprehensive Catalog also listed 4 heavy pollution technologies and the alternative processes involved in manufacturing of dichlorvos, acetochlor, chlorpyrifos, alachlor and butachlor. Although the alternative processes are not widely applied currently in China, the products manufactured through these processes would be encouraged and promoted with preferential policies in the future.
