The Administration of Quality Supervision, Inspection and Quarantine (AQSIQ) and the Standardization Administration (SAC) announced on 20 Dec 2012 the abolishment of national standards (GB) for the rare earth nitrate plant growth regulators (PGR).
The abolishment covers 4 GBs:
GB 9968-2008: Rare earth nitrate for growth regulator for plant;
GB/T 12687.1-2010: Chemical analysis methods of rare earth nitrate for growth regulator for plant - Part 1: Determination of arsenic, mercury, lead, cadmium and chromium contents - Inductively coupled plasma mass spectrometry method;
GB/T 12687.2-2010: Chemical analysis methods of rare earth nitrate for growth regulator for plant - Part 2: Determination of chlorine content
GB/T 12687.3-2010: Chemical analysis methods of rare earth nitrate for growth regulator for plant - Part3: Determination of the water insoluble matter content – Gravimetry
The AQSIQ and the SAC considered the GBs for rare earth nitrate PGRs to be pesticide relevant. However, the ICAMA registration and manufacturing permit of the product expired.,thus, the GBs for the PGRs would be abolished.
In China, pesticide products generated from different manufacturers are required to obtain both the ICAMA registration and manufacturing permit. Depending on the types of the product standard, the manufacturing permit is issued either by the Ministry of Industry and Information Technology (MIIT) or the AQSIQ. Companies of the pesticide under the GB or the industrial standards should apply the manufacturing license from the AQSIQ and mark three identification numbers on the product: the ICAMA certification number, the manufacturing license number and the standard number. If the companies perform its inner product standards, the enterprise standards, they should apply the approval certificate for manufacturing from the MIIT and mark the ICAMA certification number, the approval certificate number and the standard number.
