China eliminates the rice seed/seedling uses of single-purpose Metalaxyl-M mixtures targeting Fusarium and Rhizoctonia solani related diseases. This is the first time China issued an injunction/restriction on specific usage due to efficacy consideration, and this move is interpreted by the industry as an important step in the national strategy of pesticide use reduction and rationalization.
On April 27th, 2020, the Chinese Ministry of Agricultural and Rural Affairs (MoARA) issued Announcement 275 to eliminate the registration of Metalaxyl-M seed/seedling-use mixtures targeting only blight and bakanae diseases caused by Fusarium and Rhizoctonia solani. A total of 24 affected registered formulations from 21 companies, including Syngenta and Sipcam are required to supplement field trial data.
As of the date of the promulgation, MOARA has stopped accepting or approving any rice-use application of Matalaxyl-M seed and seedling treatment mixtures targeting only Fusarium and Rhizoctonia solani related diseases. Existing registrants may apply for label expansion on other rice diseases caused by Pythium or Achlya by submitting a 1-year efficacy trial report in at least four sites as well as other supplemental data as per the “Announcement 2569-Data Requirements on Pesticide Registration”. The deadline for the data submission will be June 30th, 2021. Otherwise, the registration will be canceled accordingly.
Since regulatory reform in 2017, China elevated the requirements on multi-element formulations. Usage of combinations of different active ingredients needs to prove synergistic or resistance-delay effect above any corresponding single-element formulation. This must be supported by scientifically-designed laboratory test or field trial data generated in China. That is, any of the active ingredients used in the multi-element formulation should be proved effective against each pathogen claimed. The MoARA agronomists from the Expert Committee of Chinese National Pesticide Committee, the proposer of this Measure, clarifies that metalaxyl and Metalaxyl-M have effects on fungi such as Pythium, Pchlya, phytophthora, and Peronospora pathogens, but their effect against Fusarium and Rhizoctonia solani related rice diseases through seed, or seedling application is negligible. Hence such single-purpose usage shall no longer be acceptable. This the first time China issued an injunction/restriction on specific usage due to efficacy consideration, and this move is interpreted by the industry as an important progress in the national strategy of pesticide use reduction and rationalization.
