China pesticide export volume remained flat at 892,700 tons in the first half of 2014 just a slight decrease of 1.5% compared to the same period last year. The value of pesticide exports increased by 3.8% up to 4.667 billion USD. The percentage of pesticide technical materials continued to drop in both volume and value. Volume of imports maintained double digital growth to some 40,100 tons and the value was 423 million USD, a modest growth of 2% than last year. On day two of the Chemical Regulatory Annual Conference 2014, Mr. Zhang Wenjun, Division Director of International Exchange and Service from ICAMA provided some interesting statistics on China’s pesticide exportation and importation as well as the recent updates on pesticide import/export management.

Formulated pesticides cemented their dominance as the primary export category.
The export volume and value of pesticide technical materials dropped by 9.6% and 3.2% respectively while the volume and value of formulated product increased by 3.6% and 13.9% respectively.

Although herbicide was the most exported product category, the volume and value were muted while the import has been growing rapidly.
The export value of fungicide and insecticide grew by 12.11% and 9.84% respectively.
The export of rodenticide and plant growth regulator suffered a drastic decline in both volume and value:

Value, Change and Percentage of the Top 10 Exported Active Ingredients in H1 2014
58 active ingredients have reached over 100 million CNY in export and the volume and value totaled 749,500 tons and 3,635 million USD respectively.
The top 10 most exported active ingredients achieved a value of 2,246 million USD, accounted for almost half of the total exports.
The export of DuPont’s patented chlorantraniliprole almost tripled, majorly because DuPont’s Chinese OEM factories expanded the production and export the insecticide to the rest of the world:

Value of the 10 most exported herbicides was 1,965 million USD, accounted for 37.45% of the exports. Value of sulfentrazone, paraqat and dicamba have all grown over 30%;
The 5 most grown insecticides in exports value were acetamiprid, abamectin, acephate, cartap and chlorpyrifos. 10 most export fungicides accounted for 7% of China’s total pesticide exports:

The top 10 export destination countries sourced 2,420 million USD pesticides from China, accounted for over half of China’s total export.

The Volume and Volume of the Top 16 Provinces/ municipalities in H1 2014
16 provinces have achieved the export value of over 100 million CNY.
Jiangsu, Zhejiang and Shandong remained the Top 3 pesticide production and exporting provinces. The volume and value of the export by these three provinces were 699.4 tons and 3,602 billion USD, accounting for 78.35% and 77.19% of the total exports respectively.
The volume and value from Jiangsu province have exceeded the sum of the export volume and value from Zhejiang and Shandong.
Shandong province enjoyed the largest export value growth of 13.85%, while the value of Jiangsu and Zhejiang exports declined by 11.59% and 1.53%.
Export activity was most frequent in Jiangsu, Zhejiang, Shandong, Shanghai, Beijing and Guangdong. Trading companies from these six provinces/ municipalities exported 784.900 tons and 4,097 million USD of pesticide, accounted for about 90% of the China’s total exports.

China Pesticide Imports:
China imported 346 million USD of pesticide from the top 10 sourcing origin and the importation from these 10 countries accounted for 81.93% of China’s total pesticide imports. The importation from Korea, USA, Malaysia and Spain increased by 163.36%, 70.59%, 31.29% and 22.80%.

As the major competent authority of import/export management, ICAMA is responsible for verifying the registration status of pesticides before the release of both imported and exported pesticides by issuing a custom notification to importers/exporters. In the first half of 2014, the number of Custom Notification has increased by 4% to 60337, reflecting China’s steady pesticide export/import activity. As some export destination countries requested, ICAMA also provides ICAMA Certificate to the pesticide authority of these countries, which clarifies the legal status of the exported pesticide and the pesticide producer. In the first 6 months of 2014, the Institute issued 3384 ICAMA Certificates for 369 Chinese domestic producers to 84 countries. Mr. Zhang revealed that the legal status of ICAMA Certificate would be further cemented in China’s new pesticide regulation, which stipulates that the ICAMA Certificate will be a mandatory requirement during China’s export and import supervision process.
