EU's 22-type Classification is likely to be adopted under K-BPR
On 9 Apr 2018, the Korean Ministry of Environment (MOE) opened a10-day investigation on biocidal substances used in biocidal products. Korean manufacturers and importers of biocidal products at or above medium-size are requested to fill and submit a questionnaire by 18 April. This move is will serve as a foundation for implementation of the pre-approval system introduced by “Law 15511-Act on the safety Management of Household Chemical Products and Biocides” which begins on the 1st of Jan 2019.
Companies will have to submit toxicity data prior to production and importation and there is a considerable burden associated with generating and purchasing such data, as well as repeated animal tests. To thoroughly investigate biocidal substances used in the biocides market, Korean MOE will collect the following data from biocides companies:
Company Information: name, owner, company type and type code;
Contact Information: contact person, organization, phone number;
Product Information: use site, major category, sub category, and type of product, formulation type, annual output and domestic sales;
Information on biocidal substance in the product: name, CAS number, content, annual use amount, availability of GLP test data on 28-day dermal toxicity and 90-day inhalation and solvent if applicable;
Up to now, Korea has not yet released any document regarding the definition and classification of biocides. It was also revealed from the questionnaire that Korea would follow a 3-layer system on product classification and final subdivision would be the same as EU:
