The effect of environmental protection inspection on China Glyphosate industry, EPI progress, the next work plan of CCPIA on Glyphosate manufacturers and how EPI effect on the price of Glyphosate etc. are all discussed in this article. On 12 Jun 2014, ICAMA invited experts to consult on the “Catalogue of Residual Test Sites for Minor-Crop Use Pesticide Registration”, which is an important supporting document for the upcoming “Special Provisions of Pesticide Registration for Vegetables and Featured Crops Use (Interim)”. The provisions were formulated to facilitate the registration process of pesticide used for minor crop.

China and Egypt have reached an agreement on mutual acceptance of data for pesticide registration, which will greatly facilitate the trade of agrochemicals and pesticides between the two countries.

On 10 Jun 2014, MoA issued a circular to all provincial agricultural bureaus to strengthen the supervision on Agricultural GMOs. The Ministry acknowledged that activities involving GMO’s are “controllable nationwide.” Regulatory breaches do occur from time to time which arouse public concern over China’s governance on Agricultural GMOs.

This article details the regulatory requirements and mandatory procedures for import and export of pesticides in China and the management of the two special pesticide types a) pesticide for export only and b) substances falling outside the regulatory definition of pesticides but used in pesticide applications commonly known as “non-pesticide use pesticide (NPUP)”

With the changes in farming practices, planting patterns and increasing use of agrochemicals, there is an urgent need to reduce the risks caused by pesticide use. On 22 May 2014, China MoA issued a circular to the provincial agriculture bureau to increase monitoring of the risks of pesticide use. The Ministry will implement the monitoring campaign nationwide to record serious safety incidents involving pesticides, which will help the ministry to understand which pesticides post the greatest risks.

On May 26 2014, ICAMA released a notice on its website that the MoA is inviting representatives for a hearing on pesticide marketing approval, which will take place late next month. The hearing will pave the way for China’s new pesticide regulation.

On 22 May 2014, Taiwan Bureau of Animal and Plant Health Inspection and Quarantine, Council of Agricultural, Executive Yuan (BAPHIQ) issued a warning outlining that MCMV (Maize Chlorotic Mottle Virus) infection had been identified in a corn field in Taiwan. The Bureau is taking measures to increase supervision on seed import management and pest control

According to the MEP, the last Chinese Dicofol producer Jiangsu Yangnong shut down their  production facility on May 17. The cessation of production is another step in China’s implementation of the Stockholm Convention. The agrochemical industry has greeted the news with apprehension. Industry fears that additional highly-toxic (HPT) will be phased-out in the future and is surely not reassured by the pending Jul 1st deadline on paraquat production.
