Four products were added into Comprehensive list of Environmental Protection (2015)

At the end of 2015, the Ministry of Environment Protection (MEP) along with 14 departments of the government including the National Development and Reform Commission (NDRC), Ministry of Finance (MOF), Ministry of Commerce (MOC) and People’s Bank of China etc., together launched a “Comprehensive List of Environmental Protection”.

According to strategy of the State Council, MEP started to formulate the list since 2007, and the list launched in 2015 is amended on the base of results of past years. The whole comprehensive list consists of two parts; the first is the highly polluted and high environment risk products which are made up with 837 products; the second is environment protection equipment list with 69 equipment. The highly polluted and high environment risk products include more than 50 kinds of products that may cause sulfur dioxide, nitric oxide, or consume large amount of oxygen or ammonia nitrogen, 30 products that would release huge amount of volatile organic compounds, 200 heavy metal polluted products and 500 high environment risk products.
In 2015, Aluminium phosphide, chlorsulfuron, lime sulphur, ethoprophos were added to “Comprehensive List of Environmental Protection”, among which Aluminium phosphide, chlorsulfuron, and ethoprophos are clarified as the highly polluted product and lime sulphur is clarified as high environment risk products.

Why MEP tried to release this list? This comprehensive list plays a key role for a series of economic policies. Firstly, those highly polluted battery products and highly volatile organic compounds like coating products will be incorporated into the scope of consumption tax levy. Secondly, there is no more preferential policy for VAT and export rebates for those highly polluted and high environment risk products. So far there are more than 400 products’ export rebates and trade has been canceled. Thirdly, the government encourages manufacturers to reduce the application of highly polluted and high environment risk products. All those actions aim to reduce the production, application, exportation of highly polluted and high environment risk products.
