On 3 Mar 2014, AQSIQ issued Announcement 19 of 2014 to revise the “ Rules for Implementing the Production License on Pesticide Products(2011 version)”, an important implementation rules for AQSIQ’s enforcement of production license for pesticide producers.
The original implementing rules were published on 19 Jan 2011. Under these rules pesticides were classified as shown in “table 1” according to their category, variety and quality specification of pesticide product subject to production license”. Table 1 consists of 17 categories (formulation type) and 235 product varieties (same formulation type with the same active ingredient combination but under different concentration level). The implementing rules also detail AQSIQ production license application procedures.
Last year, AQSIQ issued Announcement 23 of 2013 added 18 varieties of pesticide product into Table 1(see Chemlinked's News Release on 6 March 2013). The 2014 revision reedited table 1 and classified the 263 subject product varieties into 21 categories. Four formulation types were newly include into AQSIQ’s regulatory scope: soluble concentrate (SL), water dispersible granule (WG), micro-emulsion(ME) and oil miscible flowable concentrate(OF).14 product varieties were newly included into the Table 1:

A pesticide product issued with a production license implies that China has established a national or industrial quality standard and quality control method for the product. With the development of new formulation types and quality control methods, pesticide quality in China should be more consistent.
