IBAMA to grant glyphosate and triclopyr emergency environmental authorization for the control of invasive species in preserved land. The commercial pesticides with designated uses could be granted with a 2 years extendable emergency registration.
On 18 Jul 2016, the IBAMA released a normative instruction (IN No.3 on 15/07/2016) concerning the emergency registration of two active ingredients to combat invasive species in reserved land. Glyphosate and triclopyr herbicides which meet specific criteria for a designated use site, dosage and application method could be granted with a 2 year extendable emergency registration.
The instruction was compiled under the joint normative instruction issued by the MAPA, ANVISA and IBAMA, which established the general criteria and procedures for emergency registration of pesticide for health or environmental purpose. The Pesticide Technical Advisory Committee meetings held in 14 Apr 2016 and 10 May 2016 have recognized the occurrence of environmental emergency on invasive species and IBAMA thus issued the normative instruction, specifying the active ingredients and technical specification. Companies seeking emergency registration can file application to the IBAMA, accompanied with documents containing the templates of label, use manual and the commitment letter of future necessary studies to support the definitive registration of the product.
The registration request can be included with multiple emergency uses. Pesticide with emergency use will be labeled with special phases, stating the emergency use and the validity period of the authorization. If the product contains active ingredient was not yet definitively registered in Brazil, but have been granted with emergency registration, it will be temporarily rated with a higher toxicological class and environmental hazard class.
Pesticides registered for environmental emergency use under this normative instruction will be granted with 2 year validity and the registration could be extendable. The designated site, product content, application method and use recommendations for the emergency authorization are listed below:
