MoA to Initiate New Round of Qualification Review on Labs for ICAMA Registration

On April 24 2013, the MoA issued a notice to the provincial subordinates that a new round of qualification review on pesticide registration labs will be carried out. The testing facilities of efficacy, residue and environmental effect are required to submit their paper application materials to the MoA’s Department of Plantation Management and the ICAMA.

The review is initiated under the “Measures on the Certification Management on Efficacy Testing Facility for Pesticide Registration”, the “Measures on the Certification Management on Residue Effect Testing Facility for Pesticide Registration” and the “Measure for the Administration on Environmental Effect Testing Facility for Pesticide Registration”. The review will be conducted upon the labs of efficacy test (field trial, efficacy test of public health insecticides and bioactivity test), residue and environmental effects.

The testing facilities which generated data for ICAMA registration should receive the qualification review by filling the application form and materials to the Department of Plantation Management and ICAMA. The review is applicable to the new applying, extension, alteration of the qualification. If the facilities apply for qualification extension, they should further submit report of tasks previously accomplished over the past three years.

The result of the review will be influenced by both the written examination and on-site verification by the ICAMA. If the applicant failed to submit satisfying application material, the on-site verification will not be performed. The MoA’s Department of Plantation Management and the ICAMA will receive the application materials by June 15 2013.

Last year, the MoA grant 46 approvals to testing facilities for ICAMA registration, which include 29 labs of toxicological test and 17 labs of full-component Analysis.
