The Influence of China’s Pending New Pesticide Regulations on Domestic Production
  • New pesticide producers will be hindered from channeling production capacity into production of generic products

  • Safety evaluation of raw material, production techniques, product quality specification and quality test methods will be additionally required for pesticide registration

  • Conformity between data/sample submitted for registration and results of quality supervision will become more important

  • An air emission standard targeting pesticide production is expected to be released later this year;

  • New specifications on contract manufacturing will help facilitate scaling up of production and help reduce logistics costs;

“Decree 677-Regulation on the Administration of Pesticides” was a prelude to more far reaching regulatory/legislative/administrative reform in the Chinese pesticide sector. Comparing current regulations with pending regulations and the drafts of the 5 supporting rules, the impact on pesticide production is foreseeable.
