On 2 May 2016, the Brazil Secretariat of Agriculture Defense of MAPA(Ministry of Agriculture, Livestock and Supply) issued a consultation notice on a draft normative instruction for pesticide labeling and collecting concerning information into the Plant Protect Product System-the Agrofit System.
Generally, the label and manual of pesticide and similar product should comply with the Annex VIII and IX of Decree 4074 issued on 4 Jan 2002. The special requirements on technical material, bio-pesticides and pesticide for organic agriculture use were specified in the draft:
The name and registration number of associated technical product should be included in pesticide label;
The microbiological control agents under toxicological class III and IV and biological control agent are exempted from including the skull-crossbones symbol into pesticide label;
The label of biological control agent, microbiological control agent, semi-chemical product and pesticide for organic agriculture use should only contain the approved biological target by using the phase “product with proven agronomic efficiency for crop (list of crop on which the product was tested)”;
Pesticide subject to manufacturing process in Brazil will be labeled with phase “Brazilian Industry”;
The information on pest resistance management and integrated pest management should be included in a specific item in pesticide manual;
The label of technical product, imported formulated product for repackaging and product under Special Temporary Registration should contain vernacular information as set out in additional rules;
The registrant of technical product and formulated product will have 20 days to login the Agrofit System and submit the registration certificate, template of pesticide label, and manual in color PDF format after the publication of registration or registration alteration in Official Gazette. The technical product and formulated product already registered will have 60 days grace period to adapt to the normative instruction. The compliance of the label and manual templates uploaded into the Agrofit system will be verified under federal inspection and enforcement action of agricultural sector. If compromise in handling or correct use was identified in pesticide label and manual, the registrant will be required to recall the involved product from the market. The semiannual report of production, importation, exportation, and marketing status of each registrant will also be collected exclusively through Agrofit system.
