On 31 Aug 2017, China MoA issued Announcement 2567 of 2017 namely the “List of Restricted Pesticides”, which was subject to public consultation earlier this year (AgroChemical Portal News: China MoA Consults Pesticide Registration New Data Requirements).

On 1 Apr 2017, China initialized a new phase of regulatory reform, promulgating the new “Regulation on the Administration of Pesticide” in which catalogued management of high risk pesticides was adopted. A total of 32 pesticides are included in the list. Pesticides included in the list are subject to additional labelling requirements beginning on 1^st of Oct 2017. Finished products using these pesticides must be labeled with “Restricted Use” in addition to specifying usage conditions and special requirements on the label. If the product is designated for cultivating edible agricultural outputs a specific safety interval should also be provided (indicates the length of time harvest can be started after last usage of the pesticide).

China enacted the “Administration Measures for the Marketing License of Pesticide” under which it is stipulated that a marketing license is required for almost all pesticide distributors prior to business activities. Compared with general use pesticides, the license for the marketing of restricted pesticides is issued by agricultural authorities at a provincial level rather than at a county level. Restricted pesticides are also subject to “designation marketing management” which requires the following:

• Real-name purchase;

• The distribution will be oriented only to cotton, oil crop and non-food crop planted regions;

• The number of shops will limited to only 20 per county;

• The establishment marketing restricted pesticide should be distant from  vegetable, fruit, tea and Chinese herb cultivation regions;
