The 18th pesticide registration committee conference has been held on Dec. 15th of 2015 in Beijing. The conference reviewed pesticide products that applied for registration. The conference has been discussed the following topics:
Review opinions on pesticides that applied for pesticide registration
Toxic reviewing principle on relief of residual test of low toxic seed treatment products
Registration advice on 2,4-D butylate product
Registration advice on aluminium phosphide products
Registration advice on dicofol products
During the conference, the committee evaluated 23 kinds of pesticides, among which 12 pesticides were assessed for the first time, and 11 pesticides were reviewed. The evaluation covered 4 herbicides, 3 insecticides, 10 fungicides, 3 hygienic insecticides, 2 plant growth regulators and 1 raticide from 21 applicants with 44 products. After evaluation, the committee agreed to pass the formal registration application of 29 products covering 14 kinds of pesticide. Detailed pesticide information is as followed:

In addition, the committee disagreed to pass the formal registration application of 14 products covering 8 kinds of pesticides. For those has been refused for registration, applicants may submit supplementing documents based on committee’s review opinion and try a second time. In addition, the committee suggests applicants to submit opinion on whether hemin can be classified in pesticide management area for evaluation.

Also, the committee established a toxic judging prince on exemption of residual test of low toxic seed treatment. According to “Data Requirement on Pesticide Regulation”, normally, there is no residual testing requirements for low toxic seed treatment products. However, in China, the same pesticide products may have difference toxic grade, to regulate pesticide registration technical requirements, the committee came to an agreement that pesticide evaluation should consider the highest risk. It means that when the same pesticide with different toxic grade applying as seed treatment, the product should be classified as the highest toxic grade. And if there is technical material for seed treatment belongs to moderately toxic or higher toxic should conduct residual test.
During the conference, the committee made some suggestions on the management of 2,4-D butylate and aluminium phosphide based on the application supervision and risk assessment results. Application supervision and risk assessment results of 2,4-D butylate shows that:
2,4-D butylate is volatile that may cause phytotoxicity to registered plant and nearby plant
2,4-D butylate shows high toxicity to aquatic organism’s acute toxicity, and chronic toxicity leads to decrease of survival rate and reproductive capacity
disruption of endocrine to human being
The committee suggested not accepting or approving any field test or registration application for products with 2,4-D butylate, and stop renewal of registration. As for exportation registration, the committees have not come up with a final agreement. The supervision and risk assessment of aluminium phosphide indicates that when farmers use aluminium phosphide to prevent pest of grain storage, poison incident happens from time to time. As a result, committee suggests to strengthening the management of aluminium phosphide products. Firstly, product label should be upgraded.

Secondly, aluminium phosphide must be packaged with double bags to make sure that user may not touch the aluminium phosphide directly. Thirdly, aluminium phosphide products sellers should warm consumers the operating process and emergency actions when sell products to consumers and commit real-name registration rules. Finally, to commit to the “Stockholm Convention on POPs”, the last dicofol production line has been closed in 2014 and there is no dicofol product manufacturing in China now. Committee decided that they would not accept and approve dicofol field test, pesticide registration, or renewal of registration. Registered certificate will all valid until 17th May of 2016. And no more dicofol products can be used from 17th May of 2018.
