China Denied 59 Renewals of Pesticide Manufacturing Permit

The Chinese Ministry of Industry and Information Technology (MIIT) has announced on 11th, July that 59 renewal applications for pesticide manufacturing license have been rejected by the experts committee. MIIT detailed flaws in the rejected dossiers and reminded their applicants that all their supplemented submissions or appeals shall be made by 18th, July.

Of all the 59 applications for license extension, 58 of them were for preparation products. The only application for the ai clethodim was from a Zhejiang producer, Yifan Biotech. The dossier  was denied for  the percentage it claimed was inconsistent with what is presented on its Registration Certification. Three arsenic products were rejected for China to eliminate some obsolete products. The most blamed reasons for the data gaps were non-submitting the  products specifications to their provincial quality authorities, problematic process documents and lacks of the sourcing evidences of the ai.

At present, a pesticide producer will be granted a five years' validity for its first authorized of manufacturing license. If the producer continues the manufacturing , it shall apply for renewal or extension to the National Development and Reform Commission (NDRC) within 3 months before the expiration. The submission data will be reviewed by the experts committee, which was usually constituted of  the specialists from China Crop Protection Industry Association (CCPIA) and the decision were notified for public comments.
