Before the 2010s, the former Ministry of Health (now known as the NHC) was mainly responsible for pesticide MRL developing under food hygienic safety standard while MoA(now known as the MoARA) also established series of MRL standards within its agricultural produce quality system. These MRLs were fragmentally and randomly issued under different standards. In 2009, China enacted the Food Safety Law and the MoA was designated as the sole developing authority of pesticide MRLs, relevant testing methods and agricultural practice and the National Committee on Pesticide MRL Standardization was formed. The Committee decided that all applicable MRLs should be incorporated into the GB 2763 which should be renewed biennially.
