China MoARA Solicits Opinions on More Pesticide MRLs

On 30 April 2020, the Chinese Ministry of Agricultural and Rural Affairs (MoARA) has invited public feedback on pesticide MRLs to be integrated into the national standard, ”GB 2763 Maximum Residue Limits for Pesticide in Food”. The deadline for comments is 31 May 2020.

The proposed MRLs are themed into 3 separate exposure drafts, corresponding roughly to new MRLs and commodities expansion/amendments; MRLs of restricted/prohibited pesticides, as well as the group MRLs plant-source commodities. Comparing to GB 2763-2019 implemented in February this year, the future trend in China’s MRL development can be summarized as following table.

EXPOSURE DRAFT 1- Proposed pesticide MRLs of 147 pesticides including 2,4-D-dimethylamine

35 new active ingredients will be established with MRLs:

ZJ0712, Fenoxycarb, Pyribambenz-propyl(ZJ0273), Bromacil, Monosulfuron, Pyroxsulam, Propaquizafop, Quintrione, Sodium dichloroisocyanurate, Tefuryltrione, Flupyradifurone, Halauxifen-methyl, Fluopimomide, Fluoxastrobin, Oxathiapiprolin, Triafamone, Huanbifucaotong, Cyflufenamid, Cycloxaprid, Foramsulfuron, Dimetachlone, Cloransulam-methyl, Paichongding, Saisentong, Benzobicyclon, Diclosulam, Shuangzuocaotong, Tetrachlorantraniliprole(SYP9080), Tetramycin, Xiaochongliulin, Xinjunan acetate, Pyribambenz isopropyl(ZJ0272), Allyl isothiocyanate, Imazalil sulfate and RH-5849.

110 pesticides that already established with MRLs will have their commodity scope expanded.

Amendment to 3 existing MRLs:

  • Fluxapyroxad residue in maize- from 0.01*mg/kg to 0.05*mg/kg;

  • Emamectin benzoate residue in ordinary cabbages- from 0.1mg/kg to 0.02mg/kg;

  • Tricyclazole residue in cereals-from 2mg/kg to 7mg/kg

Other amendments:

  • ADIs(Acceptable Daily Intakes) of 3 pesticides including Isoprothiolane;

  • Residue definition of Quizalofop-ethyl and Quizalofop-P-ethyl

  • 3 pesticide names;

  • Main usage of Fluopyram and Fenazaquin;

  • Testing methods of Imidacloprid residue in bamboo sprout and Tricyclazole residue in rice;

EXPOSURE DRAFT 2-Proposed pesticide MRLs for 17 pesticides including Ethametsulfuron

  • Existing MRLs of 16 restricted/prohibited pesticides will have their applicability expanded;

  • Amendment to 169 existing MRLs of 15 pesticides;

EXPOSURE DRAFT 3- Proposed pesticide MRLs for 30 pesticides including Crotoxyphos

810 MRLs of 30 pesticides in 27 categories/sub-categories of food, covering all plant-sourced food:

Cereals, oilseeds and oils, Vegetables(bulbs, Brassica, leafy, Solanaceous, gourd, legume, stem, tuber and tuberous rooted vegetables, aquatics, bean sprouts and others), dried vegetables, fruits(citrus, pomes, berries and other small fruits, tropical and sub-tropical fruits and melons), dried fruits, nuts, sugars, beverages, edible fungi, condiments and medicinal plants.

China’s pesticide MRL regulation is undergoing rapid change recently. Only last year, the number of MRLs developed in China has exceeded those developed by Codex Alimentarius Commission (CAC standard). 3000 more MRLs have been scheduled to be developed by 2020.
