On 4 Aug 2017, the General Office of MoA releases the new format of 5 pesticide licenses: the pesticide registration certificate, the certificate of testing institutions for pesticide registration, experimentation permit for new pesticide registration, the pesticide production license and the pesticide marketing license, which will be utilized for the 3-element approval system under new pesticide regulation.

On 31 Jul 2017, China MEP released the draft of “Technical Specification of Application and Issuance of Pesticide Pollutant Permit” for consultation until 30 Aug 2017. The draft specifies the information requirement, determination method of emission limits, computation of actual emission, criterion to assess environmental violation, as well as the technical requirements on self-inspection, ledger of environmental management and performance reporting of pollutant permit for pesticide (intermediate) production.

On 12 Jul 2017, the Standardization Administration of China (SAC) issued Announcement 18 of 2017 to promulgate 28 toxicological testing methods for pesticide registration, which will take effect as of 1 Feb 2018 and replace the GB 15670-1995.

China NHPFC has recently solicited internal comments from industry through its provincial institutes on a draft standard of the hygienic safety assessment of the Category I and Category II disinfection products. The NHFPC plans to promulgate the standard by the end of 2017, replacing the current “Provisions for the Hygienic Safety Assessment of Disinfection Products”. A comparison between the two versions reveals elevated enforceability, more defined product classification and more scientific testing requirements in the new draft.

p>In accordance with the provisions contained in China Food Safety Law and the Management regulations of Agrochemicals, this new set of rules aims at fulfilling the requirements contained in the “Stockholm convention on persistent organic pollutants” and the “Copenhagen Amendment to the Montreal protocol on substances that deplete the ozone layer”.  

On 30 Jun 2017, China MoA issued 6 draft supporting documents related to China’s new pesticide regulation, which includes the most important technical guidance for pesticide registration, “Data Requirement for Pesticide Registration”. On 25 Jun 2017, China MoA issued an opinion regarding a developmental program for the pesticide industry. The document proposes production plant relocation, reduction of generic product and improvent on qualification rate, as well as new management policies on pesticide registration, production approval and marketing approval. A 3-elements approval system was established under China’s new pesticide regulation, which took effect on 1 June this year. MoA expects the regulatory reform would help to promote food safety and realize safety and environmental improvements in pesticide production methods.

On 21 Jun 2017, China MoA issued Ministerial Orders 3, 4, 5, 6, 7 of 2017, promulgating 5 administrative measures for new pesticide regulation. The draft measures were initially circulated for inter-ministerial consultation in early April and the second drafts were subject to public comment and feedback in late April and finally approved under MoA’s executive meeting on 1 Jun 2017.

On 9 May 2017, Chinese National Health and Family Planning Commission(NHFPC) issued a circular regarding textual amendment on the “Measures for the Hygienic Administrative License of New Disinfectant and Water Related Products”. These amendments were made under the reform of administrative approval system and function transferring from Health Supervision Center(HSC) to the Chinese Center for Disease Control and Prevention(CDC).
